ASEAN's generative AI guide asks the region to explore incident reporting
On 17 January 2025, ASEAN unveiled an expanded guide on AI governance and ethics for generative AI, according to Singapore's Infocomm Media Development Authority. The guide is written for ASEAN policymakers, and Indonesia is an ASEAN member. It discusses foundation models, has a section on frontier and systemic risks, and makes nine policy recommendations. One is incident reporting, framed as an area for ASEAN to explore: a common understanding of how incidents are defined, tracked, documented and reported.
01Safety lens
| Incident reportingDoes it require incidents to be reported? | Unclear |
|---|---|
| Unacceptable usesDoes it name uses that are not acceptable? | Unclear |
| General-purpose modelsDoes it address general-purpose models? | Yes |
| EnforcementHow strongly is it enforced? | None |
| Who receives reportsIs a body named to receive incident reports, and does it exist? | Unclear |
| Cross-borderDoes it address AI systems or incidents that cross borders? | Unclear |
| Frontier AIDoes it address frontier AI, the most capable models and their control? | Yes |
Why these values
General-purpose models is yes because the guide addresses foundation models, which it calls the core technology of generative AI. Frontier scope is yes because its section 2.2 covers frontier risks, which it describes as risks around the use, controllability and value alignment of highly advanced generative AI. Enforcement is none because its recommendations are framed as areas for ASEAN to explore, in the sections read. Section 3.4 asks ASEAN to explore a common understanding of incident reporting; the guide was not read end to end, so incident reporting, recipient, cross-border and unacceptable uses stay unclear.

02Compared with the EU
The EU AI Act sets binding duties for providers of general-purpose models, including serious incident reporting for those with systemic risk. The ASEAN guide is regional guidance that lists areas for ASEAN to explore.
